      FULL PRODUCT VERSION :
      java version "1.4.0"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.4.0-b92)
Java HotSpot(TM) Client VM (build 1.4.0-b92, mixed mode)

      FULL OPERATING SYSTEM VERSION :

      Microsoft Windows 2000 [Version 5.00.2195]

A DESCRIPTION OF THE PROBLEM :
In Windows 2000, install language pack and from
Start -> Settings -> ControlPanel -> Regional Options,
add "Simplified Chinese" and Traditional Chinese" in the
"Language Settings for the system", and change the locale to
any of the chinese variants. The system may have to be
      re-started.

Uninstall any and all previous versions of the Java Plug-in.

Install the J2SE plugin version 1.4.0, US-English Only.

Go to any html which uses the plugin in either Netscape or
IE. The Browser and all open windows simply shut-down.

Also, at the command prompt, change the working directory to
the path where the plugin is installed [e.g. C:\Program
Files\j2se1.4.0\bin], and execute ".\java -version" at the
      prompt. If gives the error:

"Error occurred during initialization of VM
          java.lang.NullPointerException"

Recommendation: It should atleast start the JVM in English
and probably warn the user about the language atleast in the
      JavaConsole.

REGRESSION. Last worked in version 1.3

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Uninstall and clear all previous Java-Plugin's
      2. Install j2se Plug-in version 1.4.0 US-English Only.
      3. Change the Windows 2000 Locale to "Chinese"
      4. Visit a page which uses the Plugin.

      EXPECTED VERSUS ACTUAL BEHAVIOR :
Expected: The Plug-in/JVM to start atleast in US-English
with a possible warning in the Java Console.

Actual: The Plug-in/JVM closed all browser windows.

ERROR MESSAGES/STACK TRACES THAT OCCUR :
Got this error at hte Command Prompt:
"Error occurred during initialization of VM
      java.lang.NullPointerException"

This bug can be reproduced always.

      CUSTOMER WORKAROUND :
Use the Windows multi-Language Plug-in installation.
