A DESCRIPTION OF THE PROBLEM :
under the windows & motif look and feel the font label of each tab
in a multi line tabbed panel is truncated (the bottom is covered by the other tabs). in the real windows tabbed panels this doesn't happen.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. load swingset2 demo
2. select windows look and feel
3. select a demo that uses tabbed panels(For example: JButton,JRadioButton, JToggleButton,JCheckbox demos)
4. resize the window horizontally, so that the tabs appears on two lines instead on a single one
5. select a tab in the lower row of tabs
6. look at the label of the upper row of tabs and see how
the text label is partially covered


EXPECTED VERSUS ACTUAL BEHAVIOR :
the label should not be covered by the undelying tabs.

REPRODUCIBILITY :
This bug can be reproduced always.
