Main Issues:
* Users can not upgrade from -oem version
* Users can not uninstall -oem version

* If user can install another JRE version, it is not recognized if -oem version is on the system pre-installed
We have several comments from the opinionlab as well as Incident Manager saying that the user has been told to download the latest version even though they have the latest one. The issue seems to be coming where the user has the pre existing 1.6.0-xx ( -rc or -oem ) version on their machine.

I was able to reproduce the issue successfully on my HP laptop, where it came with the pre-installed 1.6.0-oem version.
Steps to reproduce:
1) Pre installed 1.6.0-oem version on the machine.
2) Clicked on "Do I have" from the java.com home page and it told me that I don't have the latest version.
3) Downloaded and installed the latest version - 6u22 ( This was tested few weeks back when 6u22 was latest )
4) After installation, I got routed to the verification page where I see the "oops" message again and asking me to install the latest version.
5) Tried restarting the machine.
6) Went to the testvm applet page where it didn't recognize my latest 6u22 version.
7) Went to the installed page where it still says that I don't have the latest version and have an older version 1.6.0-oem
8) Went to the teamsite launchpad where it complains that I don't have the latest version.
9) Checked for the control panel and can see that 6u22 has been installed.
Attached are the screen shots of my control panel, testvm applet page, verification page, teamsite launchpad where 6u22 is not being recognized after the installation and machine restart.
