Unsigned application not throwing any Security Exception

      STEPS :
      1. Run the applet in any browser
      http://sqeweb.sfbay.sun.com/deployment2/jitu/marinaTests/ImageTestHudsonSecurity.html
      2. Check the console, there should be AccessControlException (java.security.AccessControlException) thrown while accessing the image resource.

      If it does not throw any such Security Exception, this bug is reproduced.
