JMX SSL RMI Socket connection timeout cannot be changed

      Reported in JDK-8316649 and observed occasionally, (non-SSL) JMX RMI Connections can block in socket connect without a timeout.

      This enhancement request is to document that there is also no socket connect timeout in java.rmi/share/classes/javax/rmi/ssl/SslRMIClientSocketFactory.java
