JavaTest Report Browser shows blank report for files with inapropriate permissions

1. Alice creates a report and puts it with rwx------ (700) permissions
2. Bob opens the report in Report Browser

Actual: Bob sees a blank report with no contents

Expected: Report Browser shows "Permissions Denied" popup or displays some tooltip
(In the screenshot VIM shows a message, that file cannot be accessed.)
