JVM crash or assert during System.exit() does not cause jtreg to fail test

Add a ShouldNotReachHere() in src/share/vm/runtime/java.cpp in vm_exit() and run JTREG test and the jtreg test will crash but not fail.

It may be that the jvm doesn't exit with non-zero value or that jtreg is wrong. Not sure which.
