(fp.bugs 2727) System.loadLibrary seems to be broken.

When I try to load a DLL with System.loadLibrary I get anexception0java.lang.Unsatisfi
edLinkError0 no rvmesg in shared library path.In fact though rvmesg.dll is present bu
t a shared librarythat it in turn uses could not be found.In general there are many
 reasons a call to LoadLibrary onWin NT can fail (see the MSDN topic "Diagnosing 'Error
 inLoading DLL' with LoadLibrary). It would be nice if theexception error message prov
ided a more detailed and accuratestatement of the reason for the failure.

I also could not get System.loadLibrary to work. We either need it fixed,
or better docs, or better diagnostics, or all three.

This bug was reported against 1.0beta. It's pretty clear that we would have
heard if System.loadLibrary didn't work these days. However, because there is
the suggestion of better diagnostics when System.loadLibrary can't find a
library, I'm converting this to a lower priority RFE.
