Some of Locale's functions failed in zh locale.

JDK Version: 1.2fcs-D
OS: Solaris 2.6
Locale: zh

In this build, we can not get correct locale data like country name, ISO3
country name.
see attached file.

I have just added the tar file, please check it.
type runit to run the files.
