add propertyChangeListener support to TitledBorder

Create a JComponent with a TitledBorder, do some action that does
a setTitle to change the title of the border.. no repaint is done.
Plus, there is no property change notification.. there is a
property notification for the setBorder call but not for the
setTitle which definitely should change the visible text on the
screen and because of this send notification.
