REGRESSION : Popup Menu Can not be operated on Windows platform

    Description

      In Kestrel FCSE version, the popup menu can not be operated on windows platform
      That means, we can not select any menu item in popup menu.
      This is a windows platform bug only(NT/98/95,Chinese version) on solaris,popup menu works fine.

      The Kestrel FCSD doesn't have this bug.

      To reproduce this bug, run the attached file.
