JVMPI: assertion "must be the first element"

HotSpot 1.3fcs-P (build of 11/30) fails to pass nsk/jvmpi/EnableEvent/enablev002
test from testbase_nsk in debug mode.
Running the test crashes VM with assertion "must be the first element".

To reproduce the bug run doit.bat <jdk root directory> in
GammaBase/Bugs/<this bug number>

Running on winNT the test outputs:
