      Specification for
      java.text.DecimalFormat.setDecimalFormatSymbols(DecimalFormatSymbols s)
      is silent about handling of null parameter.
      Current JDK implementation does not change old value for
      DecimalFormatSymbols. This behavour
      is not default (throwing NPE) and shuold be specified
