Second call to Runtime::exec() blocks in an applet

On linux Java Plugin 1.3 an applet that calls Runtime::exec() blocks in this call when it is executed for the second time. We have seen this using mozilla but it has also been verified using the applet viewer.
This bug has been examined by the netscape 6 team. The bug comments and source example are attached.
