JComponent.setLocale unconditionally sets component orientation property

The JComponent.setLocale javadoc says that it will set the component's component orientation property if that property has not been explicitly set by the user. Unfortunately, the implementation for setLocale sets the component orientation regardless of what the user has done to component orientation.

The same fix will need to be applied to the setLocale method of JFrame, JWindow, JApplet and JDialog when they are updated as a result of bug 4419914.
