Regression test:/java/util/Calendar/CalendarTest.java fails in th_TH

Regression test:/java/util/Calendar/CalendarTest.java failed with jdk1.4 beta b63 on solaris saprc 2.7 and windows 2000 server (english) in th_TH locale. tested with client, xmixed mode.
