1.4 merlin, b82; pop-up text is unlocalised in Control panel; winMeFr

In Contol Panel in Windows the pop-up test for Plugin ControlPanel is "
"Java Plug-in Control Panel" -(see attached .gif). To be constinent with the product, ELC feel the popup should reflect the product's title which is :
"Panneau de configuration du plug-in JAva(TM). "
 Possibly for the pop-up just : " plug-in JAva" .


Fixed to localize the pop-up text only, not the title itself.
That is being changed for some version id issues.
