SDK installer is not localized completely

The dialog messages in the following installer are still displayed in English.

j2sdk-1_4_0-beta3-bin-b83-win-11_oct_2001.exe

- "Select Browsers" dialog
- "Setting up Java 2 Runtime Environment, Please wait..." dialog
- Installation completion dialog

This problem occurs only on Windows NT family, NT, 2000, XP, and
the installer on the other Windows, 95, 98, Me, have significant
