JPI Control Panel allows multiple cache viewer windows

In Java Plug-in Control Panel Cache tab pressing the View button brings up a new Details Cache window each time the button is pressed. Only one Details Cache windows should be displayed, instead of allowing multiple windows to display each time the button is pressed. Make this window modal.
