Update LICENSE.fcs for FCS build

The coies of the JDK and JRE FCS release licenses in the
workspace is out of date and need updating. The files to
update are:
  j2se/src/share/doc/jdk/LICENSE.fcs
  j2se/src/share/doc/jre/LICENSE.fcs

 Program Management has the current version of these files.
