Cannot Register JPI through Control Panel

If this registry key is not present,
HKEY_CURRENT_USER\Software\Microsoft\Java VM
,then Sun's JVM cannot be registered on IE through the control panel.

Steps To Reproduce
(as user with admin privleges, install hopper build 17)
1. Delete or Rename the above key
2. Invoke the Control Panel
3. Under the Browsers tab, click on IE and then click on Apply
4. Error Message Appears stating: "Unable to Change Browser Settings - Please check if you have sufficient permissions to change system settings"


The registry key in question is not present on machines that do not have MSVM previously installed.
