Hyperlink in last row of table inactive if use <tbody> tag

A DESCRIPTION OF THE PROBLEM :
Given a multirow table that uses the <tbody> tag, a hyperlink in the last row
appears like a link, but the mouse cursor doesn't change when I hover over it.
Clicking on the link does nothing. But adding a dummy row after the link
or removing the <tbody></tbody> tags allows the link to work.

For testing, I have created a sample table with only 1 row.


STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Create table with the following:
<table>
<tbody>
<tr>
<td><a href="http://www.funk.com">Funk</a></td>
</tr>
</tbody>
</table>

EXPECTED VERSUS ACTUAL BEHAVIOR :

REPRODUCIBILITY :
This bug can be reproduced always.

Don't use borders & add a blank row at the end of the
table.
