1.4.0_03-b03 javac fails where 1.4.0_00-b05 does not

This was found during an attempt to switch the admin/install CBE to use
the 1.4.0_03-b03 JDK. Prior to this the version of java shipped in
S9FCS was being used, which was 1.4.0_00-b05.
