XP L&F: tool tip does not show the fading effect as native

In XP LAF the tool tip does not show the fading/ animation effect as the native tool tip shows.

Setps to reproduce:
1) Take mouse to start button on task bar.
2) Note the coming of tool tip.
3) now take the mouse out of start button.
4) Note how tool tip fads away.
5) Now open SwingSet2.
6) Go to tool tip demo.
7) Repeat steps 1 through 4.
8) The tool tip does not show the fading effect as in Native XP.
