Mnemonic not found for HTMLConverter GUI Window

Bug Description:

In HTMLConverter GUI does not have mnemonic feature,The GUI Contain
Menu like "File","Edit","Help",but this menu cannot be accessed by
keyboard without shortcut keys.

Steps to Reproduce:
-------------------
Install j2sdk1.5.0
launch HTMLConverter from command line with -gyu option.

Cannot access "File" ,"Option" and "Help" menu from Keybord,its an accessibility issue.
