Test bug: 4182052 CTE_REGTEST testcase fails for 1.3.1_09+

manual cte regression testcase fails for 4182052 on windows 2000.

Steps to reproduce :

Install 1.3.1_11b02 JRE. Launch netscape (4.78)
Setup java console as outlined in testcase.

After running applet, java console shows two lines containing :
"Connecting http://jpseuwt-ap/testcases/131_01a/4182052/search.gif with proxy..."

Only one line should appear for the testcase to pass.
Reproducible on all JREs from 1.3.1_09 onwards.
Testcase passes for 1.3.1_08b03.
