Regression: GregorianCalendar produces wrong Julian calendar dates in BC 1

GregorianCalendar produces wrong Julian calendar dates in BC 1. For example, new GregorianCalendar(1, 0, 0) is normalized to BC 1/12/30 which should be BC 1/12/31.
