TEST_BUG: remove timeouts from LocalManagementTest.sh

test/sun/management/jxremote/bootstrap/LocalManagementTest.sh periodically
fails in the nightly testing when run slow/overloaded machines. The source
of these latest failures is that the managed application only gives the
test 20 seconds to connect. On slow/overloaded machines it's possible for
the test to try and connect after the managed application has terminated.
To avoid this the test must eliminate the timeout and instead the managed
application must wait until the test has completed.
