Remove sun.io package from j2se binary

    Description

      We have removed all sun.io dependencies from j2se ws (including
      porting sun.io regtest to java.nio.charset), the next step is to
      remove sun.io package from j2se binary. Current plan is to leave
      the source code in ws till beta.
