[zh_TW] missing mnemonic keys in right click menu in JCP cache viewer

1. Install JRE into the system. Try to launch some webstart application like http://bugster.
2. Click button View... in General tab of Java Control Panel to open Java Cache Viewer
3. Select one of the items displayed in the Cache Viewer, right click the mouse button to invoke the menu

In right mouse button menu, all the mnemonic keys are missing.
