Deployment Toolkit static link deploytk.dll, remove msvcp71.dll dependency

    Description

      as part of the JVM start-up work, msvcp71.dll has been identified as
      a 500Kb file that is only used by two JRE .dlls. if we can remove
      the dependency by static linking we can cut down JRE download size
