      Description

        The first-time-run balloon doesn't show up using the b84 PIT build dated 5/2 from
        http://j2se.east/plugin/1.6.0-nightly/2006-05-02
        on Vista build 5365.

        To reproduce:
        - install b84 JDK with default public JRE on a Vista machine with b5365
        - launch the IE browser and run an applet
        - the first-time-run balloon doesn't show up

        The problem doesn't happen on windows XP.
