[ko,zh_CN,zh_TW] Installation(jre-s.exe) failed on Windows platforms

Reproduce:
1.double click jre-1_5_0_10-fcs-bin-b02-windows-i586-p-13_oct_2006-s.exe to start installaion on Windows 2000Pro(Korean/S.Chinese/T.Chinese)
2. Installation failed and got error. Refer to the attached screehshot.

Platform:
Windows 2000Pro, Windows XP Home
Language:
Korean, S.Chinese, T.Chinese
bundles are problematic:
Only jre-1_5_0_10-fcs-bin-b02-windows-i586-p-13_oct_2006-s.exe
There is no problem of jdk-1_5_0_10-fcs-bin-b02-windows-i586-p-13_oct_2006.exe and jre-1_5_0_10-fcs-bin-b02-windows-i586-p-13_oct_2006.exe.
