Fix snmp tests connection timeout problem.

        The following snmp jtreg test fails on solaris-sparc (niagara) due to snmp connection
        timeout.

        sun/management/snmp/jvmMemory/JvmMemoryTest.sh

        Timeout exception info:

        ERROR: SET jvmMemoryGCCall start(3) should have returned started(4) or failed(5) - but produced an error: Failed to fire request: javax.management.snmp.SnmpStatusException: Timeout Occured.
        Test Failed: Failed to check GC Call: 1 error(s) found.
        result: Failed. Execution failed: exit code 20

        I am opening this bug to increase the snmp peer connection timeout period.
