Increase the max tenuring threshold

With the introduction of biased locking, the size of the age field was decreased from 5 to 4 bits. This also decrease the maximum age that can be represented with said age field from 31 to 15. It turns out some of our customers do actually want to keep objects in the young generation for longer than 15 young GCs.
