tzupdater web README has incorrect CR listed

Note: This problem is in the live page, but was initially seen
in the staged page for the 1.3.9 tool:

Assess the second entry inthis table is as follows:

Examine 6737736 in monaco:

The synopses do no correspond.
6737736 is actually tzUpdater131: issue with jdk1.3.1_21


Also on the README click the CR number.

You obtain the page:

    * This bug is not available.

This may be because the CR is actually a defect with the tzupdater131 tool and not
related to Embed tzdata2008e.
Also, just under the title the page says:

"By the Java SE Platform Support Team, July 2008"

which should say October 2008
