'Restart my browser........' checkbox doesn't show

Steps to reproduce:
1.launch case of FIU008-001: FIU dialog with static install,Install jdk6u10b33-fcs in STATIC mode,Verify installed java version
2.Launch Browser(IE/ff) which loads some applet.
(http://www.babynamewizard.com/voyager).Make sure Java Console is not displayed.
3.Install jxpiinstall-6u18-bin-b03-windows-i586-rv.exe
The sucessful installed dialog was shown, VERIFY "Restart my browser now to complete the installation" checkbox is enabled, in the final installation wizard.

#Actual behavior:
'Restart my browser........' checkbox is disabled.
