need to run JavaStore only if user's bandwidth meets requirements

We need another condition for running the Java Store: check that the user's network bandwidth is good enough. This should be configurable in the iftw xml file.

Part of this fix is to also figure out how to ping information about the users bandwidth, memory and cpu speed.
