Launch JNLP file not updated when user cache directory path specified with lower-case drive letter

      Description

        1. Use java console or edit deployment.properties file to set deployment cache customed path: deployment.user.cachedir=c\:\\some\\path
        2. Run some tomcat local server or use website to host a helloworld webstart app with:
           <update check="always" policy="always"/>
        and jnlp/information has:
           <shortcut install="true" online="true"><desktop></shortcut>
        3. Uninstall and cleanup cache if needed before running:
           javaws http://localhost:8080/myweb/helloworld/launch.jnlp
           Make sure shortcut installed and works fine
        4. Update the JNLP on server, say changing the title to "helloworld 2"
        5. Run the app from the shortcut.

        Expected result is the title of the app on the java console or the security dialog get changed properly to "helloworld 2".
