JDK Installation broken on WinXP since 7u2, worked in 7u1

FULL PRODUCT VERSION :
7u2, 7u3 and 7u4 (7u4 is the latest at this point)


ADDITIONAL OS VERSION INFORMATION :
Microsoft Windows
Version 5.1 (Build 2600.xpsp_sp3_gdr.111025-1629 : service pack 3


EXTRA RELEVANT SYSTEM CONFIGURATION :
samba network with roaming profiles

A DESCRIPTION OF THE PROBLEM :
Installation of the jdk 7u3 and 7u2 is broken.
When i start the installation, it breaks silent. no window, nothing.
7u1 works without any problem.
this problem is reported often over the web with version 7u2 and winxp

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
click jdk-7u3-windows-i586.exe
no window appears
