Slider on Windows JCP Security tab does not allow direct selection of a level

The slider on the Windows JCP Security tab requires that the user slide or click multiple times to select a level. This is a problem if the user wants to go from Medium (i.e. the default) to Custom because the user must click twice to slide through the Low setting, and must dismiss the warning dialog. Other platforms such as Mac do not exhibit this behavior and thus allow the user to click directly on the setting they want, and the slider handle immediately moves to that setting.
