Add FunctionalInterface support to the platform

As part of the Project Lambda, it would be helpful to have an annotation type, say, named FunctionalInterface, which would allow a programmer to declare an interface type should meet the definition of a functional interface. This would allow compile-time checking analogous to that done with @Override.
