build-infra: Set ANT_HOME to avoid rpm installed ant to interfere with deploy repo

When launching ant 1.7.1, the launcher script will run the ant in /usr/bin if available, unless you explicitly set ANT_HOME to point to your ant. It seems REs machines have ant installed, so this change is needed before we can switch.
