        When java is disabled in the browser, launching an application via command line javaws produces an incorrect error message. The issue appears to be a regression in JDK8-b71 promotiion

        *** Tested Configurations:
        - x86 Vista
        - x64 Win 7
        - jre 8-b71 promotion

        *** Steps to reproduce:
        0) Uninstall all JREs and related deployment properties from the syste
        1) Install jre8-b71 promotion
        2) Invoke the Java control panel and un-check 'Enable Java content in the browser' (to disable Java)
        3) Using any browser to verify Java is disable
        4) From the command line, using javaws to launch an application
        e.g javaws http://bugster.sfbay.sun.com

        If you see the following Java web start error, the issue is reproducible:


        #### Java Web Start Error:
        #### You can not run this program because your system deployment.config file
         states that an enterprise configuration file is mandatory, and the required: null is not available.
