test/java/util/zip/ZipFile/FinalizeZipFile.java failing intermittently

JSR-310 adds tzdb.jar to the JRE lib directory and this appears to cause test/java/util/zip/ZipFile/FinalizeZipFile.java, which works on the assumption that all jars under JRE lib have manifes.mf (tzdb.jar does not), to fail intermittently.
