When TieredCompilation is set, max code cache should be bumped to 256mb

      Description

        Currently in JDK8 TieredCompilation is disabled. But when enabled, code cache runs out quickly and hampers performance on FMW workloads. If TieredCompilation is enabled, the JVM should bump the maximum code cache to 256mb and possibly the initial code cache to something larger (96mb? 128mb?).
