Eliminate some dead code in preparation for immutable AST

Found some dead code as part of the preparations for doing the immutable AST work:
- Assignment.setXxx() methods are unused
- NashornCallSiteDescriptor.CALLSITE_FUNCTION_DECLARATION is unused.
