[REGRESSION] There's no application blocked dialog for blacklisted jar (though the applet won't be loaded anyway).

Steps to reproduce:
- nstall 7u40 nightly #508 on win7-x86 (it should apply to other configs as well)
- remove all files in dep_user_home/security
- copy file http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/plugin/BlacklistPlugin/lib/bl_cert to dep_user_home/secuirty/blacklisted.certs
- load applet http://rehte.cn.oracle.com:8080/wshost/new_framework/new_framework/tests/plugin/BlacklistPlugin/html/Hello.html
- if you don't see application blocked dialog, then the issue is reproduced.

Note:
#507 is working fine.
The applet won't be loaded.

This could be a duplicate of https://jbs.oracle.com/bugs/browse/JDK-8019168. But they are slightly different, and this one is a bit more serious since there's no dialog at all.
