[verifier] move DefaultMethodRegressionTests.java to jdk

    Description

      The VM verifier test DefaultMethodRegressionTests.java in langtools must be moved to jdk repository
      as that would be the most appropriate place to test the verifier, class loading and javac
      changes, holistically.
