Reorganize options in java tools documemtation page

So it might make sense to have the options organized in two broad buckets:

    General options - Most commonly used options like
        -classpath path
        -cp path
        -Dproperty=value
        -jar filename
    Advanced options
        organized by Runtime, compiler etc. as they are now
